What every project here runs into

## Six things that decide a Southern California project.

The guides above go deep on single places. These are the constraints that recur across almost all of them, and the ones worth understanding before you brief anyone. Confirm current standards with the relevant jurisdiction — ordinances are amended.

### The lot usually permits less than its size suggests

In hillside areas across Southern California, buildable floor area is commonly derived from the parcel’s average slope rather than its acreage, with further caps on grading and on height measured against natural grade. Two lots of identical size on the same street can support very different houses. It is the single most common source of a stalled project, and it is knowable in a week. See [Bel Air](/locations/bel-air), [Encino](/locations/encino) or [Laguna Beach](/locations/laguna-beach) for how it plays out locally.

### Coastal status is a parallel approval, not a formality

Much of Malibu, Santa Monica, Newport Beach, La Jolla, Del Mar, Encinitas and Coronado sits inside the coastal zone, as do parts of many other cities. Where a coastal development permit is required it runs alongside the ordinary approvals with its own requirements and timeline, and on some parcels the decision is appealable beyond the local level. Our guide to [coastal permit timelines](/answers/coastal-commission-permit-malibu-newport) sets out the realistic range.

### Something other than the city often governs the exterior

In Hidden Hills a community association reviews exterior design alongside the building permit. In Rancho Santa Fe the Covenant’s architectural review governs what a house looks like, not the county. In Calabasas, Westlake Village and the Carmel Valley communities, HOA guidelines are routinely stricter than the city’s standards. Establishing which body actually governs your exterior is the first question, not the last.

### Fire-zone construction pulls against the look people want

Very High Fire Hazard Severity Zone requirements — ignition-resistant assemblies, ember-resistant venting, Class A roofing, glazing standards and defensible-space landscaping — apply across large parts of the region. They work directly against the deep eaves, heavy timber and lush planting that the regional vernaculars call for. Resolving that tension is design work, and it is far cheaper in a model than after a correction notice.

### Trees are a siting constraint, not a landscape line item

Native oaks, sycamores and other protected species are defended across the region, and the protected zone extends well beyond the trunk — so grading, trenching and paving nearby can trigger a permit as readily as removal. On the larger lots these are frequently the most valuable thing on the property, and designing around a mature specimen almost always produces a better house than clearing for convenience.

### What is under the house decides the structural budget

Soils investigation and its consequences — caissons, shoring, retaining, drainage — routinely account for a far larger share of a hillside or bluff project than owners expect, and the findings can change what is buildable rather than merely what it costs. On a difficult parcel the investigation belongs before the design commitment, and sometimes before the purchase.

Questions

## Before you start reading.

** What is the difference between a guide and a service-area page? **

A guide is editorial: how a place is designed and built — the architecture that belongs there, how houses are sited, what permitting looks like, and the interior directions that suit the light and setting. A [service-area page](/locations) is practical: what governs a project in that jurisdiction, which review bodies apply, and what moves the schedule. Most owners want both, and they link to each other.

** Which constraint catches Southern California owners most often? **

Discovering late that the lot permits less than its size suggests. In hillside areas buildable floor area is commonly tied to average slope rather than acreage; in coastal cities height limits and setbacks bind hard; and in historic or association-governed areas the exterior answers to a body with its own calendar. Each is knowable at feasibility and expensive to learn at plan check.

** Do I need a coastal permit? **

It depends whether your parcel sits inside the coastal zone, which covers much of Malibu, Santa Monica, Newport Beach, La Jolla, Del Mar, Encinitas and Coronado, and parts of many more. Where it applies it runs alongside the ordinary approvals with its own timeline, so it belongs on the critical path from the outset. Our [coastal permit guide](/answers/coastal-commission-permit-malibu-newport) covers the mechanics.

** What does designing a home in Southern California cost? **

Construction and design are separate budgets and both vary widely. We publish [planning ranges for design fees](/answers/luxury-design-fees-budget-ranges-los-angeles) by scope, and a [construction cost calculator](/cost-calculator) with a 28-city index, so you can size both before speaking to anyone. What moves you within those ranges is square footage, how much architecture is involved, finish level and the jurisdiction.

** Can I review a design without visiting the site? **

Yes, and most of our clients do at least partly. Every project is resolved in a photoreal digital twin and reviewed in a 360° walkthrough, so the approval that matters happens in a model rather than at a site meeting. You can walk seven real project tours on our [virtual walkthroughs page](/virtual-tours) with nothing to install.
